1.  Dr. Robert S. Blum, M.D. falsified the hospital patient medical record of an old woman who was not his patient , to get money from her.  Dr. Blum was never asked to see the old woman in consultation.  Dr. Blum examined the old woman without permission.  This is violation of Medical Ethics.
2.  The Hospital and Medical Staff investigates Dr. Lino Dial, the physician of the old woman.  Dr. Dial complained about Dr. Robert Blum.  The hospital and medical staff investigated Dr. Dial instead of Dr. Blum.
3.  Hospital and Medical Staff covered Up unethical behavior of Dr. Blum.
4.  Accreditation Manual of Hospitals ( in the USA ) state :
     " The Governing Body shall require that each member of the Medical Staff observe all the Ethical Principles of his profession.  Failure by the Medical Staff and the Governing Body to take all reasonable steps to ensure adherence to these Ethical Principles constitute grounds for non-accreditation. "
5.  This Hospital received or was granted accreditation by the Joint Commission on Accreditation of Hospitals every time.  The members of the Joint Commission on  Accreditation of Hospitals include : 
1)  American Medical Association.
2)  California Medical Association,  Licensing  Division.
3)  California Medical Association,  Investigation  Division.
4)  State of California  Licensing Division, Investigation Division

6.  This Hospital covered up the death of Mr.  A.H.R.  He was the second patient to fall from the third floor of this hospital.  The first patient, a Mr. B.  fell from the third floor of this hospital , on the same spot.  No preventive measures were done by the hospital to prevent the second event of falling patient from the third floor to the ground.
7.  Autopsy Report of Mr. A.H.R. :  Case No.  978 -134 - cc - 70  reads :
     " 60 year old white male,  180 - 190 pounds in weight , 6 feet 5 inches tall , has Pajamas which are stained in blood.  Rigor Mortis is not present, the body is cool to touch.  The head is covered with short , dark brown hair, crew cut style. ... "

8.  This preventable death was concealed and covered up by the hospital.  

9.  The Hospital requested Medical Staff to have immediate investigation 
of  Dr.  Lino  Dial  for unethical behavior. 
10.  Hospital Administrator , in his letter, based his reason for investigation of  Dr.  Lino  Dial  on hearsay that Dr. Dial did not talk to the wife of Mr. A.H.R.
11.  The hospital letter is based on hearsay because Dr.  Lino  Dial  already talked to the wife of the patient.
12.  The Hospital and Medical Staff did not consider the Fraud or Falsification of hospital patient medical record performed by Dr.  Robert  S.  Blum , an unethical behavior ( it is well - documented , not hearsay ).

No  immediate  investigation of Dr. Blum.  That is Conspiracy.
