QUESTION :
     Solano County Superior Court Judge  R.M.  Harris  did  not  recognize the main issue ( First Crime ) in the series of  53  Hospital  Falsifications , how will he recognize the second crime in the series ?
     If this is Elementary or Secondary ( High School ) Education ,  Judge  R.M.  Harris  did not pass  First Grade  or  First  year , How will he  pass Second Grade  or  Second  Year ?

THE SECOND CRIME IN THE SERIES OF 53 HOSPITAL FALSIFICATIONS.

The Second Crime contains the  Crimes of  Conspiracy  and  Fraud.
The Evidence :  Solano  County  Superior  Court  Case  Number :  72908.

1.  In the One - Page  Summary  Nos.  14 and 15 ( published Dec. 14 and 17, 2012 )  the second crime was described.  There was Hospital Election Fraud held at Sutter - Solano Medical Center ( formerly Vallejo General Hospital ).
2.  Immediately after the hospital election which was held according to Law :  Hospital  Medical Staff  By - Laws  Article  VII  ,  Section  3 ,  another  meeting  was called.
3.  Dr.  Ruperto  Visaya , the out-going Chief of Staff  and members of the Medical Staff Executive Committee  met  one  day  after the election.
4.  The result of that Medical Staff Executive Committee meeting is to produce a letter , supposedly or allegedly  written or coming from the New or incoming President or Chief of Staff.

THIS IS WHY THE HOSPITAL LETTER IS FRAUD :

1.  First of all , there was agreement  or  Conspiracy  to produce the letter.
2.  The letter was typewritten on the Hospital stationary ( document)  to make it look official.
3.  The letter was supposedly dictated by the New  Chief of Staff.
4.  The  hospital letter was sent or mailed to members of the Medical Staff by Certified Mail through the  U.S. Postal  Service.
5.  To do this and mail it to about a hundred ( 100 ) members of the Medical Staff requires the cooperation or connivance of a lot of people.  In other words , an investment of Time , Talent and Treasure , in a very short time.

THE  ONLY  PROBLEM  WAS  :

1.  The  newly  elected  Chief  of  Staff  Did  Not  Write  the  letter.

2.  The  new  Chief  of  Staff  said :  " I  did  not  dictate  or  write  it ."

3.  The  new  Chief  of  Staff  said :  " I  did  not  sign  it ."

4.  If a person with two eyes looks at the letter with both eyes open , one can see no signature.

5.  The  new Chief of Staff supposedly is calling for a new election of Medical Staff Officers to be held at the downstairs meeting room of Sutter - Solano Medical Center ( formerly Vallejo General Hospital ) ,  located at  300  Hospital Drive , in  Vallejo , California  94590.

6.  At the bottom of the letter it says :  " This is an Official Call to that meeting ."

THE HOSPITAL LETTER IS WRONGFUL CRIMINAL DECEPTION,  AN INTENTIONAL DECEPTION,  A WILLFUL DELIBERATE MISREPRESENTATION OF FACTS , A FRAUD,
A FALSITY , A  FALSEHOOD.
