THE CASE AGAINST SOLANO COUNTY SUPERIOR COURT JUDGE  R.M.  HARRIS.

     ONE - PAGE  SUMMARY  NO.  15  :  DECEMBER 17, 2012

1.  In the One - Page  Summary  Nos.  3 and 4 ( Dec. 2 and 3, 2012 )  it was noted that the Decision
of Solano County Superior Court Judge R.M. Harris regarding Superior Court Case No. 87291 was fraudulent , erroneous, an intentional deception and perversion of truth because the main issue:  Hospital cover up of 53 crimes, was not mentioned or discussed.  There was only one main issue.
2.  In the One - Page  Summary Nos. 13 and 14 ( Dec. 13 and 14, 2012)  the crimes of Dr. Robert S. Blum , the First crime in a series of 53 Hospital Falsifications , were presented.
3.  The Second crime in a series of 53 Hospital Falsifications.

     Dr. Ruperto Visaya and Dr. Robert Blum were involved.  The second crime involves Conspiracy and Fraud .  This were committed during a hospital election of Medical Staff officers,
held according to Law.

THIS  IS  HOW  THE  CRIMES  WERE  COMMITTED : 

1.  Dr.  Ruperto Visaya was the Presiding Officer.  He was the President and out-going Chief of Staff.
2.  Election for the new or in-coming President of the Medical Staff will be done by secret written ballots.
3.  Dr.  Robert Blum distributed the paper ( ballots ) to active members of the Medical Staff at the hospital.
4.  Dr.  Ruperto Visaya , Dr. Robert Blum and the hospital Administrative secretary counted the ballots.

The Hospital Conspiracy and Fraud took place in this manner :

1.  Dr.  Ruperto Visaya and members of the out-going Medical Staff Executive Committee met or agreed or Conspired among themselves to call or proclaim to hold another election of Officers of the Medical Staff.

Question :

What happened to the hospital election that was just held ?

     The purpose of holding another election was to invalidate the one that was just held.  The new President of the Medical Staff who was elected legally was not a member of the " Old Boys Club".

     The " Old Boys Club " would not now be able to control the implementation of the Policies and 
Procedures at the hospital.  

     They would like to control which Doctor at the hospital would be investigated.
The ultimate reason is that they don't want to investigate themselves.

     These  Doctors and Physicians had committed horrible, heinous, atrocious, disgraceful, loathsome, repulsive , and reprehensible Practice of Medicine  that they don't want the Public to know.  It is not good for the good reputation of the hospital and Doctors or Physicians who practice Medicine there.

EXAMPLES :

1.  Fraudulent letter from the Hospital Executive Committee sent through the U.S. Post Office by Certified Mail to members of the Medical Staff.  ( Will explain later why this letter is fraud ).

2.  Patient who fell down from the third ( 3rd ) floor of the hospital to the ground and died.  There is an Autopsy report.  No hospital investigation of course.

3.  Second patient who fell from the third ( 3rd ) floor of this hospital to the ground ( the same spot).
     No preventive measures were done by the hospital in the years between the first and second events of falling patients ( three floors to the ground , in the same spot ).

Question :

     Is  Human  Life  not  important  anymore ?

Are  not  Hospital and Doctors supposed to take care of patients like human beings, persons or people ?  Or  are  patients  just  a  nuisance  to  success ?
