THE FACTS THAT  JUDGE  R.M.  HARRIS  CONCEALED AND COVERED  UP  :

THE  FIRST  CRIME  IN  A  SERIES  OF  53  HOSPITAL  FALSIFICATIONS.

THE FRAUDS AND INTENTIONAL WRONGFUL CRIMINAL DECEPTIONS OF DR. BLUM:
1.  First :  Examining a patient, an old woman , without permission or he was not asked to see her.
2.  Second :  Dictating a Fraudulent Consultation in the hospital patient medical record.
3.  Third :  Asking money from the old woman for his unsolicited, unrequested, unwanted medical services.
The  Evidence :  Letter of Dr. Robert Blum to the hospital Chief of Staff.
Collectively , these are referred to as  " The  First  Crime ".
These affect the chronology or numbering or enumeration of the crimes ,  but  definitely there are
more than  Fifty - three  ( 53 )  Crimes.

THE SECOND CRIME  IN A SERIES  OF  53  HOSPITAL  FALSIFICATIONS.
The  Evidence :  Solano County  Superior Court  Case  Number  :  72908.
This Lawsuit against Sutter - Solano Medical Center ( formerly Vallejo General Hospital )
is about Election  Fraud  during an annual hospital Medical Staff  Election as provided for  in
Hospital Medical  Staff  By - Laws ,  Article  VII  ,  Section  3.

FACTS :

1.  The  hospital  election  was  held  normally ;  Active Members of the Medical Staff voted , the voting and results of the voting were counted and recorded.
2.  The  Presiding  Officer  was  Dr.  Ruperto  Visaya, M.D. , President and out-going Chief of Staff  of this  Hospital.
3.  Dr.  Robert  S.  Blum , M.D.  was Chairman of the Nominating Committee of the Hospital  Medical  Staff.
Please  Note (  Nota  Bene ) :

     After committing  the  first  crime ,  Dr.  Robert  S.  Blum  was  elevated  or  elected  to  this  
important  position  in  the  Medical  Staff  in  order  to  control  the  Policies  and  Procedures
of anything that has to do with the  activities of the  Medical Staff  such as  investigating doctors.

     In the good  old  days ,  or  in  years  gone  by ,  ( perhaps  even  today  especially  in  small
communities  with  few  Doctors  )  there is such a thing as  " Old  Boys  Club ".

     If you are not part or not included  in  the  " Old  Boys  Club " ,  you  had  it.
They  can  investigate  any  Doctor  or  Physician  with  impunity ,  no  matter  what,  at all cost ,
violating  any  and  all  Laws.  That  is  exactly  what  happened  at  this  hospital.  Copies of the Hospital  Medical  Staff  By - Laws  had been submitted to and accepted by the California Medical Board and Department of Justice.   A  classic  example of  Conspiracy.  The  Law  involved :

The  Law :  California  Criminal  Code  or  Penal  Code.
Title   7   :   Of  Crimes  Against  Public  Justice.

Chapter  7  ,      Section    113    :    Falsifying  Documents.
