The reason for the Lawsuit against the hospital ( Sutter - Solano Medical Center, formerly Vallejo General Hospital ) : Hospital Cover Up of Fifty - three ( 53 ) crimes in that hospital.
Judge R.M. Harris concealed , over - looked and covered up the Fifty - three ( 53 ) Crimes.
The First Crime ( in a Series of Fifty - three Hospital Falsifications ) :
The Crimes of Dr. Robert S. Blum , M.D.
Dr. Robert Blum is a California - licensed Practicing Physician. His specialty is Neurosurgery.
He had an A.B. degree from Dartmouth College in Hanover, New Hampshire ; received his
Doctor of Medicine degree from the University of Rochester , New York ; trained in Surgery in New York.
This is how Dr. Blum committed the crimes ( well - documented ) :
1. Dr. Lino Dial admitted an old woman to the hospital.
2. Dr. Blum examined the old woman without being asked to see her.
3. Dr. Blum dictated a fraudulent Surgical Consultation , his first sentence was : " Dr. Dial
asked me to see the old woman."
4. I am Dr. Dial , I never asked Dr. Blum to see the old woman.
5. Dr. Blum admitted in his letter to the Hospital Chief of Staff : " First of course , there is the issue of whether or not Dr. Dial asked me to see the patient in Consultation. He did not. "
6. Dr. Blum examined the patient ( old woman ) without permission.
7. Dr. Blum examined the patient under false pretenses.
8. Examining a person without permission is assault and battery.
9. Dr. Blum told a Lie , a Fraud. Then he asked for money.
10. Dr. Blum sent a bill to the old woman asking for money.
11. I told the old Lady , Dr. Blum was never asked to see her.
12. The old Lady refused to pay Dr. Blum for his unwanted, unsolicited medical services.
13. These are the reasons and motives for the hospital cover up by hospital and Doctors in the City of Vallejo , California , in the United States of America.
14. Dr. Robert Zeff , Medical Consultant for the California Medical Board , declared on
February 26, 2008 , during an official hearing at the Office of Investigative Services , on the second floor of the Medical Board in Sacramento , that the actions of Dr. Blum were
Not ethical and Not Legal .
15. Governor Jerry Brown , who was then Attorney General , signed Dept. of Justice
Court Order Number : 02 - 2007 - 183327 to investigate Dr. Lino Dial instead of Dr. Blum
and or the Sutter - Solano Medical Center.
16. Investigation of Dr. Lino Dial was carried on by Robert Sherer, Senior Investigator ,
California Medical Board , Office of Investigative Services , located at 2535 Capitol Oaks Drive , Suite 220 in Sacramento , California 95833.

Investigation of Dr. Lino Dial was paid for by Tax dollars of the State of California .
Mr. Robert Sherer is a middle - aged man , of medium built , about six feet tall. He is a very kind gentleman . He accepted the numerous and voluminous documents and evidences about the Fifty - three ( 53 ) crimes committed at Sutter - Solano Medical Center.

Assistant U.S. Attorney
U.S. Dept. of Justice
Eastern District of California.
